Sweden<ref> [https://sarahfunky.com/destination-guide/europe/sweden/ About Sweden] </ref> is a Scandinavian nation with thousands of coastal islands, inland lakes, vast boreal forests, and glaciated mountains. The major cities - eastern capital Stockholm, southwestern Gothenburg and Malmö - all lie on the coast.

There are two different road toll schemes in Sweden - Infrastructure charge and Congestion tax - applicable for both foreign-registered vehicles and Swedish vehicles.

No, Sweden's congestion tax system requires no transponder or pre-registration. Cameras at toll points automatically read your number plate and Transportstyrelsen issues a monthly invoice to the registered vehicle owner. There are no toll booths and no on-the-spot payment for congestion tax or the domestic bridge charges. The Oresund Bridge is paid separately at the toll station, with an online ticket or through an ØresundGO agreement.

Key Reality: Most of Sweden's national road network is toll-free for cars. Charges apply only in Stockholm's inner city and on Essingeleden, in Gothenburg, on the Oresund Bridge and on three domestic bridges (Motala, Sundsvall and Skuru). The E6 Svinesund Bridge has been toll-free since 15 March 2021. Foreign-registered vehicles are liable to the same charges as Swedish vehicles and are invoiced through Transportstyrelsen's billing partner EPASS24. Trucks of 12 tonnes or more also pay a separate road user charge (Eurovignette).

Peak season runs from 1 March to the day before Midsummer Eve and from 15 August to 30 November. The daily maximum is SEK 135 in peak season and SEK 105 in off-peak season, and Essingeleden has its own rates. Gothenburg charges SEK 9 to 22 per passage with a SEK 60 daily maximum. Oresund Bridge prices in this guide are valid from 14 September 2026.

* Payment slip: The Swedish Transport Agency will send out a payment slip to owners of vehicles registered in Sweden at the end of each month.

Foreign-registered vehicles: The Swedish Transport Agency (Transportstyrelsen) partners with an official processing company called EPASS24. EPASS24 identifies the foreign vehicle owner, automatically issues a monthly paper or electronic invoice, and collects the payment

Rental cars: The rental company is invoiced and typically passes the charge to the renter, often with an administration fee

The same invoice process applies to the Motala, Sundsvall and Skuru bridge charges

No transponder, account, or pre-payment is needed: the system is purely plate-based

Sweden's congestion tax is a legal tax, not a private charge. Non-payment carries the same consequences as unpaid taxes.

Congestion tax (Stockholm/Gothenburg) late fee: A SEK 500 tilläggsavgift is applied directly if payment isn't booked by the due date

Debt enforcement: If still unpaid 30 days after the additional fee, the case is forwarded to Kronofogden (Swedish Enforcement Authority), which adds its own SEK 600 base fee on top and can pursue wage garnishment or asset seizure

Bridge tolls (Motala, Sundsvall, Skurubron) late fee: A separate two-step process applies here: an initial SEK 300 förseningsavgift, followed by an additional SEK 500 tilläggsavgift only if that first reminder goes unpaid

Foreign vehicles: Enforcement against foreign-registered vehicles is handled via Transportstyrelsen's designated billing partner (EPASS24) and cross-border collection mechanisms

Oresund Bridge non-payment: Unpaid tolls are pursued by Øresundsbro Konsortiet; an ØresundGO agreement can be suspended if account information is inaccurate

Camera enforcement: Every control point uses ANPR cameras that register the number plate of each passing vehicle; there is no practical way to avoid registration

Do foreign visitors pay Sweden's congestion tax?

Yes. Foreign-registered vehicles driving through Stockholm or Gothenburg congestion zones on weekdays are subject to the same congestion tax as Swedish vehicles. EPASS24 retrieves the owner information linked to the foreign license plate and automatically issues a paper or electronic monthly invoice to your home address abroad.

Is my electric vehicle exempt from Sweden's congestion tax?

No longer. Battery electric vehicles and plug-in hybrids no longer have a congestion tax exemption. As of 2026, all EVs pay the standard congestion tax rates in both Stockholm and Gothenburg.

Do I pay a congestion charge when just passing through Stockholm?

Yes, if you pass a camera control point on the cordon or on Essingeleden, a charge applies regardless of destination. Driving through Stockholm on the E4 uses Essingeleden, which is also charged, so check your route against the control point map.

Is there a maximum daily charge for the Stockholm congestion tax?

Yes. The daily cap is SEK 135 in Stockholm's peak season, SEK 105 in Stockholm's off-peak season and SEK 60 in Gothenburg. Once that amount is reached, no further charges accrue for the same vehicle on the same calendar day.

Can I pay the Oresund Bridge toll with cash?

Yes. Cash is accepted at the Oresund Bridge toll station in Swedish kronor (SEK) and Danish kroner (DKK); euros are not accepted. Sweden Toll Roads Complete Guide

System: Congestion Tax (Trängselskatt) + Oresund Bridge toll + Domestic bridges
Operators: Transportstyrelsen (Swedish Transport Agency), Øresundsbro Konsortiet
Currency: Swedish Krona (SEK)
Coverage: Stockholm inner city and Essingeleden (E4), Gothenburg city tolling stations, Oresund Bridge, Motala, Sundsvall and Skuru bridges
Technology: ANPR cameras (automatic number plate recognition) for congestion tax and domestic bridge charges; toll station, online ticket or ØresundGO for the Oresund Bridge

Do I Need a Transponder for Sweden? 2026 Update

2026 Update: Stockholm applies peak-season and off-peak rates.

Sweden Toll Costs: Current Rates

Sweden operates congestion tax in two cities, one cross-border bridge toll and three domestic bridge charges. Rates below reflect the 2026 schedules published by Transportstyrelsen and Øresundsbron.

Stockholm Congestion Tax: Trängselskatt (2026)

Charges apply Monday–Friday between 06:00 and 18:29 each time a vehicle passes a control point on the Stockholm inner-city cordon or on Essingeleden (E4). The daily maximum is SEK 135 per vehicle during peak season and SEK 105 during off-peak season. Peak season runs from 1 March to the day before Midsummer Eve and from 15 August to 30 November. No tax is charged on Saturdays, Sundays, public holidays, certain days before public holidays or in July, except for the first five weekdays of July. Exempt days in 2026 besides weekends and July: 1 January, 5-6 January, 3 April, 6 April, 1 May, 14 May, 19 June, 24-25 December and 31 December.

Essingeleden (E4) Congestion Tax (2026)

Vehicles on Essingeleden E4 that pass Fredhäll and Kristineberg register one (1) new passage. The same applies when a vehicle enters or leaves Essingeleden at Tranebergsbron. The daily maximum applies to the combined charges of the inner city and Essingeleden.

Gothenburg Congestion Tax (2026)

Gothenburg operates under a "Flerpassageregeln" (single charge rule). If a vehicle passes several tolling stations within 60 minutes, only the highest single amount is charged. The daily maximum is SEK 60 per vehicle. Charges apply Monday–Friday between 06:00 and 18:29. No charge applies on weekends, public holidays, days before public holidays or in July. Exempt days in 2026 besides weekends and July: 1 January, 5-6 January, 2-3 April, 6 April, 30 April, 1 May, 13-14 May, 5 June, 19 June, 30 October, 24-25 December and 31 December.

E6 Svinesund Bridge (Sweden–Norway Border)

Toll collection on the E6 Svinesund Bridge ended permanently on 15 March 2021 for both the new highway bridge and the historic old bridge. The construction costs of the new bridge had been repaid through the collected tolls, and the border crossing is now free of charge.

To calculate congestion tax and bridge toll costs for all vehicle types on Swedish roads, use the TollGuru Sweden toll calculator:

How to Pay Sweden Tolls

Payment method depends on which charge applies. Congestion tax and the domestic bridge charges are invoiced automatically, while the Oresund Bridge is paid at the toll station, online or through an ØresundGO agreement.

1. Congestion Tax (Stockholm and Gothenburg): Automatic Invoice:

 • Swedish-registered vehicles: Monthly invoice sent automatically to registered owner via Transportstyrelsen; pay by direct debit (autogiro), bankgiro, e-invoice (e-faktura) or digital mailbox
 • Foreign-registered vehicles: The Swedish Transport Agency (Transportstyrelsen) partners with an official processing company called EPASS24. EPASS24 identifies the foreign vehicle owner, automatically issues a monthly paper or electronic invoice, and collects the payment
 • Rental cars: The rental company is invoiced and typically passes the charge to the renter, often with an administration fee
 • The same invoice process applies to the Motala, Sundsvall and Skuru bridge charges
 • No transponder, account, or pre-payment is needed: the system is purely plate-based

2. Oresund Bridge: Toll Plaza at Kastrup (Copenhagen side):

 • ØresundGO: The "BroPas" brand has been replaced by ØresundGO, a continuous discount agreement with an annual fee that gives 60% off every crossing
 • Online ticket: Buy in advance on oresundsbron.com; valid for 30 days and cheaper than the toll station price
 • Credit/debit card: Accepted at the toll station, no pre-registration needed
 • Cash: Cash payment is accepted at the toll station in Swedish kronor (SEK) and Danish kroner (DKK); euros are not accepted
 • ØresundGO can be purchased and managed online at Oresundsbron

3. Exempt Vehicles (Congestion Tax):

 • Emergency vehicles, EC mobile cranes, buses with a total weight of at least 14 tonnes, motorcycles and mopeds
 • Battery electric vehicles and plug-in hybrids no longer have a congestion tax exemption and pay the same rates as combustion vehicles
 • Vehicles registered in other EU countries are not exempt

4. Domestic Bridges:

 • Motalabron (Motala, Road 50): 5 SEK for cars, light goods vehicles and buses up to 3.5 tonnes; 11 SEK for heavy goods vehicles over 3.5 tonnes.
 • Sundsvallsbron (Sundsvall): 9 SEK for cars, light goods vehicles and buses up to 3.5 tonnes; 20 SEK for heavy goods vehicles over 3.5 tonnes.
 • Skurubron (Nacka to Värmdö, Road 222): 4 SEK for all vehicles (introduced on 1 October 2023).
 • The charge applies per crossing, 24 hours a day, 365 days a year. Motorcycles, mopeds and emergency vehicles are exempt.
 • Transportstyrelsen sends a payment slip at the end of each month to owners of Swedish-registered vehicles; foreign-registered vehicles are invoiced via EPASS24.

5. Heavy Goods Vehicles (Road User Charge):

 • Trucks and truck combinations with a total weight of 12 tonnes or more pay a separate road user charge to use the Swedish road network
 • Sweden is part of the Eurovignette system, so a charge paid in another participating country is also valid in Sweden

Enforcement and Penalties

Sweden's congestion tax is a legal tax, not a private charge. Non-payment carries the same consequences as unpaid taxes.

 • Congestion tax (Stockholm/Gothenburg) late fee: A SEK 500 tilläggsavgift is applied directly if payment isn't booked by the due date
 • Debt enforcement: If still unpaid 30 days after the additional fee, the case is forwarded to Kronofogden (Swedish Enforcement Authority), which adds its own SEK 600 base fee on top and can pursue wage garnishment or asset seizure
 • Bridge tolls (Motala, Sundsvall, Skurubron) late fee: A separate two-step process applies here: an initial SEK 300 förseningsavgift, followed by an additional SEK 500 tilläggsavgift only if that first reminder goes unpaid
 • Foreign vehicles: Enforcement against foreign-registered vehicles is handled via Transportstyrelsen's designated billing partner (EPASS24) and cross-border collection mechanisms
 • Oresund Bridge non-payment: Unpaid tolls are pursued by Øresundsbro Konsortiet; an ØresundGO agreement can be suspended if account information is inaccurate
 • Camera enforcement: Every control point uses ANPR cameras that register the number plate of each passing vehicle; there is no practical way to avoid registration

Recent Changes (2026)

Congestion Tax:

 • 2026 schedule: Stockholm rates, season dates and exempt days follow the schedule published by Transportstyrelsen for 2026
 • Peak and off-peak seasons: The Stockholm daily maximum is SEK 135 in peak season and SEK 105 in off-peak season; Essingeleden has separate, lower passage rates
 • Gothenburg: SEK 9 to 22 per passage, SEK 60 daily maximum, and a single charge rule for passages within 60 minutes

Oresund Bridge:

 • Tariff valid from 14 September 2026: a car up to 6 m pays DKK 470 at the toll station, DKK 420 with an online ticket and DKK 182 with ØresundGO (annual fee DKK 370); Øresundsbron's Swedish page lists SEK 690, SEK 620 and SEK 268 (annual fee SEK 545)
 • ØresundGO gives a 60% discount on every crossing for an annual fee; ØresundCOMMUTER is available for frequent commuters
 • Cash payment (SEK and DKK) and card payment at the toll station; online tickets are valid for 30 days

Digital Infrastructure:

 • Vehicle owners in Sweden can follow passages, decisions and daily amounts through Transportstyrelsen's Mina sidor and the congestion tax e-service
 • Transportstyrelsen accepts payments from abroad, and foreign vehicle owners are invoiced through EPASS24
 • Øresundsbron offers an app and a My Account page for ØresundGO management

Planning Your Journey

Cost Estimates for Common Journeys:

 • Daily Stockholm commute crossing the cordon twice during peak hours: SEK 90 per day in peak season (two passages at 45 SEK) or SEK 70 in off-peak season (two passages at 35 SEK), capped at SEK 135/day (peak season) or SEK 105/day (off-peak season)
 • Single one-way Oresund Bridge crossing by car: DKK 470 (SEK 690) at the toll station; DKK 420 (SEK 620) with an online ticket; DKK 182 (SEK 268) with ØresundGO plus the annual fee (DKK 370 or SEK 545)
 • A week of daily Stockholm peak commuting: SEK 350–675 depending on season and number of daily cordon crossings, with each day capped at SEK 105 (off-peak season) or SEK 135 (peak season)

Tips to Minimise Charges:

 • Travel to or from Stockholm or Gothenburg before 06:00 or after 18:30 on weekdays to avoid all congestion charges
 • Plan trips on weekends, public holidays and most days before public holidays; no charges apply on those days, and July is free of charge (Stockholm charges only the first five weekdays of July)
 • Essingeleden (E4) is also charged, so driving through Stockholm on the E4 does not avoid congestion tax; check the Transportstyrelsen map of control points before choosing a route
 • Gothenburg's daily cap of SEK 60 makes it significantly cheaper than Stockholm for intensive urban driving

Toll-Free Alternatives:

 • Virtually all national highways and motorways outside Stockholm and Gothenburg are toll-free for cars in Sweden
 • The E4, E6, E18, E20, and E22 trunk roads carry no highway tolls for cars outside congestion zones, except Essingeleden (E4), the Sundsvall Bridge and the Oresund Bridge
 • Travel to Norway via the E6 Svinesund Bridge is free of charge since 15 March 2021

Frequently Asked Questions

An online ticket or an ØresundGO agreement is cheaper than paying at the toll station.

Does my rental car company handle the congestion tax?

Usually yes, but at a cost. Most major Swedish rental companies register as the liable party with Transportstyrelsen and pass congestion charges on to the renter, often adding an administration fee. Check your rental agreement before driving into Stockholm or Gothenburg.

Are Swedish motorways (motorvägar) tolled?

No, not for cars. Sweden's motorway network, including the E4, E6, E10, E14, E18, E20, E22, and all other national roads, is toll-free for cars outside the congestion zones and the bridge crossings listed above. There is no vignette, no highway sticker, and no per-kilometre motorway charge for cars. Trucks of 12 tonnes or more pay a separate road user charge (Eurovignette).
