Do I Need a Vignette for Moldova in 2026?

Yes, if your vehicle is registered outside Moldova. Moldova's road vignette (vinietă) applies to foreign-registered cars, buses and trucks. Moldovan-registered vehicles are not required to purchase one. Certain exemptions apply (see below). Who Is Exempt from the Moldova Vignette in 2026?

The following are not subject to the vignette:

• Foreign-registered vehicles holding an international road transport authorization of the type "Exempt from tolls" (Scutit de plata taxelor)
• Diplomatic missions, consular offices and their staff (cars and attached trailers)
• Vehicles placed under the import customs regime by resident persons and companies
• Vehicles of foreign military forces under international treaties
• Vehicles of international emergency intervention teams

There is no exemption for EU-registered vehicles, electric or hybrid vehicles, or short visits.

Note: Rates are set in EUR by the Fiscal Code, Title IX, Annex 2. The rate is doubled for vehicles carrying dangerous goods. Buses and trucks need a valid vignette only while using public roads. The amount payable is shown on the e-vinieta portal at the time of purchase.

How to Pay Moldova Tolls 2026

Foreign drivers must pay the vignette immediately on entering Moldova. The confirmation must be carried during the entire stay.

1. E-Vinieta Online (evinieta.gov.md and vinieta.gov.md):

• Official government portals for the purchase of the vignette
• Select the vehicle category, the start date and the validity period
• Enter the plate number and the VIN; the confirmation is linked to the plate number
• Avoid online payment between 23:45 and 00:01. The payment can be blocked, the vignette is not valid and the money is returned automatically to the card

2. Payment Terminals and Bank Branches:

• MAIB (Moldova Agroindbank) branches and self-service terminals, available at border crossing points
• Qiwi, Paymaster, MMPS and PayNet terminals at most border crossing points, PECO fuel stations and shopping centres
• Payment through the MPay service (see the official purchase guide in Useful Links)
• Check the plate number, vehicle category and validity period on the payment receipt

3. Entering the Vehicle Data Correctly:

• Enter the plate number with Latin letters only
• Do not use spaces, dashes or hyphens between letters and digits
• Cyrillic letters must be transliterated: А = A, В = B, Е = E, К = K, М = M, Н = H, О = O, Р = P, С = C, Т = T, У = Y, Х = X

4. Validity Period:

• The vignette starts at 00:00 on the day selected by the user
• If the start date is the current day, the vignette starts at the time of the payment confirmation
• The vignette ends at 24:00 on the last day of the paid period

Fines for Driving Without a Vignette:

• Fines are set by Article 287^3 of the Contravention Code (Code No. 218/2008). One conventional unit equals 50 MDL
• Foreign car or trailer in Moldova without a vignette for less than 7 days: 45 to 60 conventional units (2,250 to 3,000 MDL)
• Foreign car or trailer in Moldova without a vignette for more than 7 days: 60 to 78 conventional units (3,000 to 3,900 MDL)
• Repeat offences in the same calendar year carry higher fines, starting at 130 conventional units for individuals
• Across all vehicle categories and persons, the official FAQ states a range of 45 to 180 conventional units (2,250 to 9,000 MDL)

Consequences Beyond the Fine:

• The Border Police do not allow a vehicle to leave Moldova until proof of payment for the whole stay and the fine are presented
• Paying the fine does not cancel the duty to pay the vignette, including each consecutive or incomplete period of 180 days
• Drivers must carry the payment confirmation during the entire stay

Vehicles Arriving from Ukraine:

• Since 10 January 2023, vehicles not registered in Moldova that enter or transit Moldova from Ukraine pay the vignette
